ADB supports the development of transport and logistics in the Central Coast region

This morning (December 9), the Ministry of Transport cooperated with ADB to organize a consultation workshop on research and development of transport and logistics in the Central Coast region.

Potential for developing regional logistics centers

Speaking at the opening of the seminar, on behalf of the leaders of the Ministry of Transport, the Director of the Vietnam Maritime Administration, Nguyen Xuan Sang, said that the Ministry of Transport has coordinated with ministries and agencies to synchronously implement important tasks to transport and logistics services development and achieved some remarkable results.

Regarding logistics, Vietnam’s logistics performance index (LPI) 2018 was ranked 39 out of 160 countries participating in the survey, up 25 places from 64/160 in 2016. All 6 LPI evaluation criteria are skyrocketing. In the ASEAN region, Vietnam’s LPI ranked third after Singapore and Thailand.

Mr. Sang emphasized that, for the Central Coast region, strategically located in the middle of the road from the North to the South, has the potential to become a regional logistics center connecting the North-South Economic Corridor and Corridor. East – West economy.

“In order to improve the logistics performance of the Central Coast region, it is imperative to develop and improve transport infrastructure such as roads, railways, seaports, airports, and domestic ports ( ICD), truck terminals and logistics service centers. At the same time, building policies to facilitate the connection of transport modes, cross-border transport … ”, Mr. Sang said.

Mr. Andrew Jeffries, Country Director of ADB in Vietnam said that the problem facing Vietnam in the medium and long term is how to maintain a high level of foreign trade and how to attract FDI. high quality to support the country’s socio-economic development priorities. In this context, developing effective logistics infrastructure and services is of utmost importance for Vietnam to maintain its trade and investment competitiveness. Vietnam’s high logistics costs, at nearly 20% of GDP, are adding to the transaction costs of Vietnam’s final products and services. Therefore, Vietnam should give priority to logistics development in the Socio-Economic Development Plan for the period to 2021-2025.

The Central Coast region of Vietnam is strategically located at the intersection of North – South and East – West transport corridors. The region possesses deep sea ports, a network of new airports and a railway system. Therefore, there is a lot of potential to become a national and regional logistics center, connecting the North-South Economic Corridor, Vietnam’s East-West Economic Corridor and Greater Mekong Subregion (GMS). .

“ADB-supported research identifies measures to develop and improve transport infrastructure and the institutional framework to promote efficient, fast, and safe logistics services in the region.”, he said.

Proposed investment in developing regional logistics system and infrastructure

At the seminar, Mr. Pham Thanh Tung, Senior Consultant, ADB said, “Research on Transport and Logistics Development Framework in Central Coast Region, Vietnam” (Research) was conducted to assess the situation. transportation and logistics infrastructure, development plans and activities to be implemented in the central region; At the same time, carefully consider enhancing cross-border and multimodal transport in the Central region, identifying transportation and logistics development projects for ADB to support.

The scope of the study is to prepare the logistics development framework and initial portfolio of potential logistics development projects, with emphasis on upgrading infrastructure, areas in need of improved logistics services, and measures to develop integrated logistics networks serving provinces as well as for the entire region. Along with that are measures to enhance transport services and energy-saving logistics; Measures to improve trade facilitation; Improved regulations and institutions; Financial Initiative Models.

On the basis of survey and research results, the Final Report of the Study has proposed major solutions to regional transport and logistics development. Accordingly, improving the logistics network with the development of a large-scale deep-water port, arranging a system of multi-seaports and many entrances; To renovate and upgrade the current North-South railway; Promote the development of dry ports, logistics centers, truck yards and logistics facilities. Shifting modes of transport from road to maritime and railway; Improving the rules and institutions in this area …

The report also proposes some activities needed to improve transport and logistics in the Central region. In particular, promoting the conversion of transport modes from road to transport by rail and sea; Upgrading the existing railway is carried out early, especially with avoidance and freight stations. Regarding seaport infrastructure, because Da Nang Port (Tien Sa) is about to exceed the port capacity, it is urgent to develop new container ports in this area.

At the same time, constructing highways linking seaports to effectively promote the East-West corridor transport and assist shippers / shippers to choose ports that are convenient for import and export of goods. To develop an inland port and a logistics center in close association with seaports, airports, highways and railways.
