1. Understanding Fumigation and Its Requirements
Fumigation involves the use of chemicals to eliminate harmful insects in containers before goods are exported to international markets. Products, packaging, and wooden pallets subject to fumigation include:
- Organic products such as agricultural goods (coffee, pepper, cashews, etc.)
- Wood-based products (bamboo, rattan, handicrafts, untreated wood items, etc.)
- Wooden packaging materials such as wooden crates and pallets
- Other items as required by the importer
After fumigation, a Fumigation Certificate is issued by the fumigation service provider, confirming that the goods have been treated and are ready for export.
The three most commonly used fumigants are:
- Methyl Bromide (CH3Br)
- Phosphine (PH3)
- Aluminium Phosphide (AIP)
Fumigation is often required by developed countries, including Asian nations, the UK, France, Australia, and the US, with varying standards. Therefore, businesses must closely coordinate with their clients to ensure compliance with fumigation requirements (e.g., type of chemical, dosage).
The ISPM15 Stamp (International Standards for Phytosanitary Measures No. 15) is a global standard under the International Plant Protection Convention (IPPC) for controlling the quality of wooden pallets used in exports. This stamp is applied to wooden pallets after fumigation is completed.
2. Notes on Applying the ISPM15 Stamp to Export Wooden Pallets
- The stamp is applied by the fumigation service provider.
- It must adhere to the prescribed format, be clear, legible, and not smudged.
- The stamp must be durable and resistant to fading.
Note: Export businesses should register fumigation services with specialized companies, providing detailed information such as the type of goods, packaging method, fumigation method, estimated fumigation date, and any specific requirements.
Once all necessary details are provided, the fumigation company will quote the service fee. After both parties reach an agreement, a service contract will be signed.
3. The Fumigation Process

Preparation and Inspection
The fumigation company conducts a survey to prepare for the process, including checking the goods, packaging, and container arrangement to calculate the appropriate fumigant dosage. -
Fumigation and Stamping
Fumigation is conducted at the designated location, and the ISPM15 stamp is applied to wooden pallets if required. The fumigation team will bring tools and chemicals to the site (e.g., the exporter’s warehouse or port) to carry out the process. -
Issuance of Fumigation Certificate
After fumigation, the exporter provides documents such as the invoice, packing list, and bill of lading to the fumigation company. The fumigation company then issues a Fumigation Certificate, detailing the quantity, transport method, chemicals used, dosage, location, fumigation date, and importer’s information.
4. Common Issues in Fumigation
- Omission of Fumigation: This may occur if the exporter’s staff forgets to arrange fumigation, potentially leading to fines or the destruction of goods in the importing country.
- Poor Fumigation Quality: This happens when exporters use unqualified fumigation services. To avoid this, exporters should choose reputable fumigation companies such as Vinacontrol, TCFC, and Nam Viet to ensure effectiveness.
