Potential for Vietnamese Fruit Exports
Mr. Dang Phuc Nguyen, Secretary General of the Vietnam Fruit and Vegetable Association, shared that 2022 was a successful year for Vietnamese fruit exports. Some factors contributing to this success include the expansion of new markets, abundant supply, and smooth customs clearance at border points before the Lunar New Year.
According to the General Department of Customs, as of November 2022, fruit and vegetable exports reached over $3.1 billion, with an expected total of around $3.4 billion by the end of the year. With the prospect of more markets opening up to Vietnamese fresh fruits, Mr. Nguyen anticipates that fruit exports will continue to flourish in 2023, with an expected revenue of $4 billion—a growth of at least 20% compared to 2022.
Fruit Export Procedures under Current Regulations
Under current regulations, fruits are not on the list of prohibited exports. Therefore, businesses can proceed with customs procedures just like any other commodity. However, when exporting fruit, some important points to note are:
- Check if the importing country allows the import of specific types of fruit from Vietnam.
- According to Article 1 of Circular No. 30/2014/TT-BNNPTNT issued by the Ministry of Agriculture and Rural Development, fruits are listed as plant quarantine objects. Therefore, businesses need to register for quarantine before processing customs procedures.
- Some countries require fruits to have a certificate of origin from a planting area code issued by the Plant Protection Department. Therefore, businesses need to prepare this certificate when processing customs documents.
HS Codes and Export Taxes for Fruits
Fruits are classified under HS Codes in Chapter 8 – Edible fruit and nuts; peel of citrus fruits or melons. Each type of fruit has its specific HS Code. Below are the HS Codes for some types of fruits:
- Code 0801: Coconut, Brazil nuts, and cashews, fresh or dried.
- Code 0802: Other nuts, fresh or dried.
- Code 0803: Bananas, plantains, fresh or dried.
- Code 0804: Dates, mangoes, pineapples, mangosteens, fresh or dried.
- Code 0805: Citrus fruits, fresh or dried.
- Code 0806: Grapes, fresh or dried.
- Code 0807: Watermelons, papayas, fresh.
- Code 0808: Apples, pears, quinces, fresh.
- Code 0810: Other fruits, fresh. For example, strawberries (08101000), kiwis (08105000), durians (08106000), lychees (08109020), dragon fruits (08109092).
Customs Documentation for The Fruit Export Process
The required documentation includes:
- Commercial contract;
- Commercial invoice;
- Packing list;
- Customs declaration;
- Certificate of origin (if available);
- Phytosanitary certificate.
Registration Procedures for Plant Quarantine
To export fruits to demanding markets such as South Korea, Japan, the U.S., Australia, etc., businesses need to treat fruits with quarantine measures such as irradiation or hot steam treatment, while also complying with food safety regulations of the importing country.
The plant quarantine registration dossier includes:
- A plant quarantine registration form according to the prescribed format;
- Sales contract;
- Bill of lading, commercial invoice, packing list (if available).
