Registration Process for Conformity Certification and Quality Inspection When Importing Paint
According to QCVN 16:2019/BXD standards, imported paints, especially emulsion wall paints, must have a conformity certificate and undergo a quality inspection after customs clearance. The process includes:
- Registering for a conformity certification for paint before publishing the declaration of conformity.
- Completing the necessary documentation for the declaration of conformity, including the conformity certification, business license, declaration form according to Circular 28/2012/TT-BKHCN, and testing results.
- Submitting the declaration of conformity to the local Department of Construction.
- After about five days, you will receive a certificate of conformity acceptance from the Department of Construction.
Procedures for Importing Paint
HS Code
Imported paints have different HS codes depending on their usage. For example:
- Decorative spray paint: HS code 32089090
- Water-based wall paint: HS code 32091090
Import Tariffs
Import taxes and VAT will vary depending on the type of paint:
- Wall paint: Preferential import tax of 20%, VAT of 10%
- Decorative spray paint: Preferential import tax of 10%, VAT of 10%
Documents Required for Importing Paint

- Commercial Invoice
