Oversized and overweight cargo, also known as over-dimensional and overweight cargo, refers to goods that cannot be disassembled. Specifically, this type of cargo has its own regulations regarding weight and dimensions.
What is Oversized Cargo?
Oversized cargo has the following characteristics:
- Each non-disassemblable unit has a length of 12 meters or more, or a width of 2.5 meters or more, or a height of 2.7 meters or more.
- Each non-disassemblable unit, when placed on a river transport vehicle, has a length of 12 meters or more, or a width of over 4 meters, or a height of over 3.5 meters.
What is Overweight Cargo?
Overweight cargo refers to goods that cannot be disassembled and weigh over 32 tons. When placed on a road or river transport vehicle, each unit weighing 20 tons or more is also considered overweight cargo.
Regulations on the Transportation of Oversized and Overweight Cargo
For Transport Companies:
- Must have a business registration and meet the business conditions as stipulated by law.
- The technical team, drivers, and workers must be proficient in using vehicles designed for transporting oversized and overweight cargo, as well as specialized technological equipment.
- Coordinate with relevant agencies to ensure the safety of traffic and cargo.
For Shippers:
- Notify the transport company about the loading and unloading locations, and the weight of the cargo.
- Take responsibility for the information on the shipping label, such as the name, address of the recipient, sender, dimensions, etc.
- Address any issues that arise during the transportation of the cargo.
Regulations on Licensing
- Vehicles transporting oversized and overweight cargo are only granted permits to operate on specific routes and under special conditions.
- Oversized vehicles are not granted operating permits if they carry disassemblable goods.
Converting Weight for Freight Transportation Costs
- For goods with a volume of 1.5 cubic meters or less: The conversion of weight for freight transportation is based on the actual weight carried, including packaging.
- For goods with a volume of more than 1.5 cubic meters: The weight for freight transportation costs is calculated using the formula of 1.5 cubic meters of cargo volume equivalent to 1 ton.
Vehicles Authorized to Transport This Cargo
- According to Circular 46/2015/TT-BGTVT, vehicles transporting over-dimensional and overweight cargo must have dimensions and load capacities suitable for the cargo units and meet technical safety and environmental protection criteria.
- The transport vehicle must have a valid certificate of technical safety and environmental protection.
- For semi-trailers with coupling capabilities, the registration authority will verify to ensure technical safety and environmental protection.
- Vehicles must operate at the prescribed speed and provide notification of the dimensions of the cargo to be transported. If necessary, traffic guides should be arranged to ensure that the cargo is transported according to the schedule and plan.
