1. Requirement to Obtain a Cosmetic Import Permit

Cosmetics are specialized goods regulated by the Drug Administration of Vietnam under the Ministry of Health. Therefore, businesses must comply with all relevant regulations during the import process.

Before importing cosmetics into Vietnam, companies are required to register their cosmetic products as per Circular 06/2011/TT-BYT.

The validity period of the cosmetic product registration certificate is five years from the date of issuance.

Important Notes:

• When declaring a product, businesses should check for any changes in the product’s composition, as ingredients may vary over time. If changes are identified, the company must proceed with new cosmetic product registration.
• Failure to ensure accurate product registration may lead to customs inspections. In cases of discrepancies, companies may face penalties ranging from VND 30 to 50 million. Within 30 days of receiving the penalty, businesses must provide updated registration documentation. If the new registration is not submitted within this period, customs authorities may initiate re-export procedures for the shipment.

2. Customs Clearance Process for Cosmetics

To avoid delays and additional costs, companies are encouraged to complete electronic customs declarations before the goods arrive at the port.

Once the cosmetic products reach the import port, businesses proceed with customs declarations and clearance procedures.

Step 1: Prepare Documentation

The required documents for customs procedures include:

• Invoice (Commercial Invoice) and Packing List: Photocopies with signatures, stamps, and titles (certified true copies).
• Bill of Lading (B/L): Original, telex bill, or surrender bill (photocopy).
• Freight Invoice and CIC Invoice: For shipments under FOB terms, applicable at Hai Phong or Cat Lai ports.
• Surcharge Invoice: At the export port.
• Certificate of Cosmetic Product Registration: Photocopy (for registrations made from January 2016 onward).

Step 2: Submit Documentation and Clear Goods

After presenting the complete documentation, customs authorities will review and clear the declaration at the time of customs procedures.
