Registration Process for Conformity Certification and Quality Inspection When Importing Paint

According to QCVN 16:2019/BXD standards, imported paints, especially emulsion wall paints, must have a conformity certificate and undergo a quality inspection after customs clearance. The process includes:

  1. Registering for a conformity certification for paint before publishing the declaration of conformity.
  2. Completing the necessary documentation for the declaration of conformity, including the conformity certification, business license, declaration form according to Circular 28/2012/TT-BKHCN, and testing results.
  3. Submitting the declaration of conformity to the local Department of Construction.
  4. After about five days, you will receive a certificate of conformity acceptance from the Department of Construction.

 

Procedures for Importing Paint

HS Code

Imported paints have different HS codes depending on their usage. For example:

  • Decorative spray paint: HS code 32089090
  • Water-based wall paint: HS code 32091090

 

Import Tariffs

Import taxes and VAT will vary depending on the type of paint:

  • Wall paint: Preferential import tax of 20%, VAT of 10%
  • Decorative spray paint: Preferential import tax of 10%, VAT of 10%

 

Documents Required for Importing Paint

To complete the procedures for importing paint, companies must prepare documents such as:

  • Commercial Invoice
  • Packing List
  • Bill of Lading
  • Certificate of Origin (C/O form E, form AK, form D, etc.)
