Policies on Importing Animal Feed into Vietnam

To import animal feed, businesses must comply with current state policies, including:

  • Decree No. 69/2018/NĐ-CP dated May 15, 2018
  • Decree No. 43/2017/NĐ-CP dated April 14, 2017
  • Decree No. 128/2020/NĐ-CP dated October 19, 2020
  • Decree No. 187/2013/NĐ-CP dated November 20, 2013

  • Decree No. 15/2022/NĐ-CP dated January 28, 2022
  • Circular No. 38/2015/TT-BTC dated March 25, 2015, amended by Circular No. 39/2018/TT-BTC dated April 20, 2018

According to these regulations, animal feed is not on the list of goods prohibited from import into Vietnam. However, businesses must conduct quality inspections, register product circulation, and carry out animal feed quarantine when importing.

 

HS Code and Import Taxes for Animal Feed

Animal feed, which provides nutrition to livestock, is classified based on its properties and intended use, including:

  • Traditional feed
  • Supplementary feed
  • Complete mixed feed
  • Concentrated feed

The HS code for animal feed is under group 2309.

Import taxes: Businesses can determine the import tax rates based on the HS code of each type of product, specifically as follows:

  • Preferential import tax: 0 – 7%
  • Value-Added Tax (VAT): 5%
  • Special preferential import tax with Form E (from China): 0%
  • Special preferential import tax with Form D (from ASEAN countries): 0%

 

Documents Required for Importing Animal Feed

According to Circular No. 38/2015/TT-BTC dated March 25, 2015, and Circular No. 39/2018/TT-BTC (amended on April 20, 2018), to carry out customs procedures for animal feed, businesses need to prepare the following documents:

  • Import customs declaration
  • Commercial contract
  • Detailed packing list
  • Commercial invoice
  • Certificate of origin (C/O) if available
  • Bill of lading
  • Quality inspection dossier
  • Product circulation registration dossier
  • Quarantine dossier
  • Other relevant documents (if required)

Proper preparation of these documents will help businesses avoid omissions and prevent delays in processing time.

 

Animal Feed Quality Inspection Procedure

Step 1: Submit the quality inspection registration dossier to the Department of Livestock Production.

The quality inspection dossier includes:

  • Commercial contract
  • Commercial invoice
  • Packing list
  • Bill of lading
  • Customs declaration
  • Quality inspection registration form

Businesses submit these documents to the authorized agencies designated by the Department of Livestock Production.

Step 2: Sampling and quality inspection.

Samples are taken at the port or the storage location of the goods.

Step 3: Receive the results.

After the inspection, the testing center will return the results. If the standards are met, the testing center will issue a certificate of compliance.
