On September 17, 2022, over 100 tons of durians from Dak Lak province were officially exported to China under the protocol on phytosanitary requirements between the Vietnamese Ministry of Agriculture and Rural Development and the General Administration of Customs of China. This is considered a milestone for this agricultural product in the Chinese market.

China is currently considered the largest durian consumption market in the world. China accounts for up to 95% of Vietnam’s durian export value.

The market door has been opened, and Vietnamese durians have quickly increased their market share. However, competition will continue to intensify for this fruit product. Some businesses have noted that a strong competitor to Vietnamese durians is Thailand, which has recently raised its durian export standards to China.

Phytosanitary Inspection of Durians Before Export

  • Step 1: Register an account at the regional phytosanitary agency to carry out the phytosanitary inspection for durians.
  • Step 2: At the regional phytosanitary agency, the entity needs to register the batch of goods requiring phytosanitary inspection.
  • Step 3: Carry out the procedure for inspecting and sampling the batch of goods requiring phytosanitary inspection.
  • Step 4: Electronically declare the durian shipment to be exported on the website of the regional phytosanitary agency.
  • Step 5: Submit a complete dossier to obtain the phytosanitary certificate for durians.

Process of Transporting Durian to China

  • Step 1: Electronic Customs Declaration + Tax Payment
    The electronic customs declaration can be carried out concurrently with obtaining the Delivery Order (D/O). The documentation staff uses the ECUSS5/VNACCS software to electronically declare customs. If successfully transmitted, the customs system will automatically notify the receipt number, declaration number, and cargo channeling. Once completed, the import customs declaration is received, and the declaration form is printed out and the customer is contacted for tax payment.
    The documents needed to open a customs declaration include:

    • Customs declaration form
    • Sales contract: 1 certified copy
    • Commercial Invoice
    • Packing List
    • Introduction letter from the importing company
  • Step 2: Register the Declaration at the Port
    The following documents need to be prepared: import customs declaration, bill of lading, commercial invoice, packing list, C/O (if any), payment receipt to the state budget, introduction letter, inspection registration (if red channel). The forwarding staff will submit the document set to customs for inspection. Customs will receive the inspection dossier, then transfer it to the tax department for tax payment by the enterprise.
  • Step 3: Red Channel Inspection (if any)
    Before the inspection, the forwarding staff completes the procedure to move the container from the central yard to the inspection yard, as when the ship docks, the container will be transferred from the ship to the central yard.
    After the container has been moved to the inspection yard, the Exporter makes a seal-cut slip and proceeds to cut the container seal. The forwarding staff identifies the position of the goods and then invites customs officers to inspect the goods.
    Resealing: After customs has completed the inspection, the forwarding staff must take their seal to reseal the inspected container.
  • Step 4: Receiving the Goods
    Proceed with Eport declaration, pay fees, and receive the container from the port.
    After all procedures are completed, a vehicle is dispatched, and the driver is provided with documents such as the EIR slip, D/O, container list, and container borrowing slip to receive the goods.
  • Step 5: Unloading, Returning the Empty Container, and Retrieving the Deposit
    After unloading the goods, the driver returns the empty container to the port or ICD as specified on the container borrowing slip. Then, the forwarding staff brings the container deposit slip and EIR slip to the shipping line agent to retrieve the container deposit.
