On September 17, 2022, over 100 tons of durian from Dak Lak province were officially exported to China under the Protocol on phytosanitary requirements between the Ministry of Agriculture and Rural Development of Vietnam and the General Administration of Customs of China. This is considered a turning point for this agricultural product in the Chinese market.

Currently, China is the world’s largest consumer market for durian, accounting for 95% of Vietnam’s durian export value.

Phytosanitary procedures for durian before export

  • Register an account at the regional phytosanitary agency for durian phytosanitary procedures.
  • Register the batch of goods for phytosanitary inspection at the regional phytosanitary agency.
  • Conduct sampling and inspection of the batch.
  • Submit the electronic declaration for the durian batch to be exported on the website of the regional phytosanitary agency.
  • Submit the complete dossier to obtain the durian phytosanitary certificate.

 

Durian transport process to China

Step 1: Electronic Customs declaration + Tax payment

The electronic customs declaration can be done concurrently with obtaining the Delivery Order (D/O). Documentation staff use ECUSS5/VNACCS software to declare electronically. If successful, the customs system will automatically notify the acceptance number, declaration number, and cargo classification. Once completed, the import customs declaration is received, and taxes are coordinated with the customer.

 

Step 2: Declaration registration at the port

Prepare the following documents: import customs declaration, bill of lading, commercial invoice, packing list, C/O (if any), tax payment receipt, introduction letter, and customs inspection registration (if red channel). Delivery staff will submit the documents for customs inspection. Customs will check the dossier, then transfer it to the tax department for enterprise tax payment.

 

Step 3: Red channel inspection (if any)

Before inspection, delivery staff transfer the container from the central yard to the inspection yard. Once the container is in the inspection yard, Eport personnel issue a seal-cutting slip and proceed to cut the container seal. The delivery staff locate the batch and invite customs staff for inspection.

 

Step 4: Receiving goods

Complete Eport, pay fees, and collect the container from the port.

After completing all procedures, schedule a vehicle and provide the driver with documents such as the EIR slip, D/O, container list, and container borrowing slip to receive the goods.

 

Step 5: Unloading, returning the empty container, and deposit recovery

After unloading, the driver returns the empty container to the port or ICD as specified on the container borrowing slip. The delivery staff then bring the container deposit slip and EIR slip to the shipping agent to recover the container deposit.
