3. Procedures for applying for C/O Form S

All these documents must be signed electronically by the trader and submitted automatically to the C/O issuing organization. This organization will verify the validity of the dossier. If the dossier is complete and accurate, you will receive a full paper dossier for export use.
4. CO Form S application process
The application process for C/O form S involves the following steps:
Step 1
Register the trader’s profile for the first time on the ecosys.gov.vn system and submit an application for C/O to the C/O issuing organization. Once the account is approved, you can submit the electronic application for C/O or directly submit the paper dossier at the C/O receiving office of the issuing organization.
Step 2
Submit the supporting documents for the C/O form S application to the C/O issuing organization. This can be done online at ecosys.gov.vn, by mail, or by submitting the paper dossier at the headquarters of the C/O issuing organization (where you registered your trader profile).
Step 3
The C/O issuing organization will verify the validity of the dossier. Based on the status of each dossier, the organization will notify the trader with one of the following messages:
- Acceptance of the C/O and providing a specific time when the trader can collect the C/O.
- Request for additional documents (if any are missing).
- Request to verify information in the documents (with a specified text outlining the necessary checks).
- Refusal to issue the C/O (according to specific regulations in Decree No. 31/2018/NĐ-CP).
- Request to inspect the trader’s production facility.
Step 4
The C/O officer will recheck the information, input the data into the system, and present it to the authorized person for issuing and signing the C/O.
Step 5
The authorized person from the C/O issuing organization will sign the C/O.
Step 6
After the C/O is issued, the C/O officer will stamp, record it in the register, keep a copy for filing, and issue the remaining copy to the trader.
